What is OC spray?

OC (Oleoresin Capsicum) spray, also known as pepper spray, is a self-defence tool designed to temporarily disable an aggressor. For the trial, OC spray will be available in a canister and contain no more than 45g or 45ml.

What is the OC spray trial?

From 1 September 2025, the NT Government is running a 12-month trial allowing eligible members of the public to purchase, possess, carry and use OC spray for self-defence.

There will be strict conditions put in place around supply, purchase, possession, carrying and use of OC spray. OC spray may only be purchased in person from a participating Firearms Dealer in the Northern Territory.

Decisions about the long-term availability of OC spray will be made from the outcomes of the trial. The trial will be monitored and an evaluation provided.

Where can I give my feedback on the trial?

An evaluation of the trial will be undertaken through an NT Government Have Your Say survey from 1 September 2025, the findings of which, along with input received from the Community Reference Group, will guide any decision to amend legislation permanently.

Why has the NT Government extended the trial?

The extension maintains the current legal arrangements while the NT Government completes the evaluation, receives the Community Reference Group’s final report and considers future arrangements.

Will the rules change during the extension?

No. The current eligibility requirements, conditions and safeguards will remain in place.

Has the Government decided to make access permanent?

The NT Government is undertaking preparatory work on proposed legislative amendments, so it can act promptly if the final evaluation and Community Reference Group advice support ongoing access.

Any decision to introduce legislation will remain subject to those outcomes and further government consideration.
