NT Police Response - Coronial Findings - Death of 8-Year-Old Boy, Borroloola

Statement - Peter Bravos, Commander Crime and Specialist Support "Today, the Coroner, Greg Cavanagh handed down his findings following the inquest into the death of 8 year old boy, Kieffen Raggett who was found dead in a waterhole in Borroloola in 2007.
The Northern Territory Police accept the findings and all the recommendations in the report.
While the cause of death is undetermined, this case continues to be an open NT Police investigation with the circumstances surrounding Kieffen's death considered to be suspicious.
In his findings the Coroner formed the view that, on all the evidence, a crime may have been committed.
Anyone who has information which may assist the Police with this ongoing investigation, are urged to call Crimestoppers on 1800 333 000 or alternatively, attend a Police Station to speak to an Officer.
NT Police have acknowledged several significant failings in the initial investigation and the officers involved have been subject to managerial guidance in accordance with the Police Administration Act.
Superintendent Kris Evans, on behalf of the Northern Territory Police made a formal, public apology to the family and community of Borroloola during the inquest hearing.
In parallel to the Major Crime Investigation, a comprehensive internal case management review was undertaken and the recommendations of that internal review were provided to the Coroner and have been implemented.

The implementation of the 'Child and Infant Death Investigation Guidelines' policy.
An amendment to the 'Coroners and Inquests' Police General Order, to clarify and simplify reporting requirements and responsibilities for the completion of coronial reports.
A case Divisional Officer is responsible for submitting a 'Coronial Interim Report' if after three months of the death, the final report has not been submitted.
