An eight-year-old boy was killed and his mother badly burnt when their unit caught fire in June last year.
An intensive eight month investigation has seen police gather a large amount of evidence and information.
The 24-year-old has been charged with one count of manslaughter, two counts of reckless endangerment and one count of attempted arson.
He will appear in court on Wednesday.
NB: Commander Peter Bravos and Superintendent Megan Rowe will be available for interview at 1500 at PMC.
